Existing condition

Along the major vehicular axes of Eleonas, Athinon and Kifissou Avenues, one views several large-scale retail recreation and services implantations. On the contrary, in the area’s interior scale is generally smaller and the various buildings house mainly manufacture, small industry, storage and haulers services that mingle with patches of abandoned landscape and enclaves of small-scale housing. We examined three master-plan scenarios in increasing programmatic density.

Master plan Scenario 01 – Agrarian

Scenario 01 views the area as a green reservoir for the surrounding city. All plots assigned as green areas in the Presidential Decree of 1995 are upgraded, planted either as olive groves, collective farming allotments or parks while the Stream of Profitis Daniel is reconstructed. Special attention is given to the upgrading of the existing housing enclaves that are now coupled-up with the new green areas. Public investment in the area and the successive amelioration of public space will create a more attractive environment for new residents to move to the area and Athenians from other neighbourhoods to visit. Haulers services and manufacture remain in a dispersed random form. The project of the “Double Regeneration” that includes a new football Stadium and a mall is not realised.

Master plan Scenario 02 – Urban-Agrarian

Scenario 02 acknowledges the area’s key location as a nodal point for all mobility networks of the broader Athens Basin and its proximity to the city center. It supports the implantation of tertiary sector programs, realized as a series of large-scale buildings, within the core of the area as stimulators for development. The “Double Regeneration” project is also viewed as a tool for development. Housing, in different typologies is supported in a more extensive scale than in scenario 01. As a balance to the insertion of new building surfaces to the area, the upgrading of the green environment is considered fundamental and is realised through the reconstruction of a new large-scale olive grove (a “new Eleonas”), the reconstruction of Profitis Daniel Stream and the extensive planting of olives groves, collective farming allotments or public parks.

Master plan Scenario 03 – Metropolitan

Scenario 03 acknowledges network accessibility and large plots availability and considers maximum development, the transformation of Eleonas into a potential new Central Business District for Athens, a new “downtown”. The area west of Agias Annis Street as well as all locations along main vehicular axes is densely programmed with of-fice, retail and recreation programms, new building height regulations are proposed for the area. The new Inter-City Bus Station and the LRT line is expanded and new Metro stations are built, joining Eleonas with Piraeus Port, the rest of Athens and Greece and the world. New large-scale housing developments are realised in the area east of Profits Daniel Stream. Thousands move to and from and work in Eleonas, thousands of new residents live here.
